Stark graduated with a Bachelor of Science degree in sociology from Western Kentucky University, followed by a master's degree in urban planning from Arizona State University. She has held positions such as the planning and development director for the city of Phoenix and the director of planning and development for Maricopa County. Stark has actively contributed to the field by assuming various leadership roles within the Arizona chapter of the American Planning Association, including serving as the president, treasurer, and vice president of legislative affairs. Additionally, she has been appointed to significant positions such as the Governor's Growing Smarter Oversight Council and the Maricopa County Trial Court Selection Commission. Stark has also been an esteemed member of the boards of directors for Valley Partnership, the Arizona chapter of the Urban Land Institute, and the Southwest Clinic for HIV/AIDS.
